The Ministry of Education of the Islamic Republic of Afghanistan has received financing from Afghanistan Second Skills Development Project (ASDPII)/ administered by the World Bank, towards the cost of Education support, and intends to apply part of the proceeds for above-mentioned consulting services briefly illustrated as follows:



To enroll capable ATTs into accredited full time Master Degree programs in the areas of Management, Accounting, and ICT and after successful completion to post them into teaching position of NIMA as part of the ACBSP requirements.



    1. The scope of work includes: (a) involves training and capacity building of ATTs in the institutes accredited by DMTVET. (b) It is proposed to train a total of 20 ATTs on Masters Degree Program.
    2. There will be a batch of 20 trainees for a qualified university for duration of 24 Months, subject to fulfilling the criteria set by ASDP in point # 6 bellow.

c.       It shall prepare a proposal to the Ministry of Education that indicates the duration, modules, course materials, academic calendar and certification process;

d.      Bring about reforms in classroom management practices especially for practical and workshop classes;

e.       The University must have clear training contents, syllabus, curriculum and be part of the proposal;

f.       The University must award well reputed certificate at the of training program with consultation of MOE;



Timeframe for Expected Deliverables

The tenure of the assignment will be for a minimum period of two years.




The short-listing criteria are:


1-Organization's Technical and Financial capacity to fulfill the assignment.

2-Specific Experience of the firm relevant to the assignment. (provide list of previous assignments in the specific field with brief scope of work, monetary value, country of assignment and duration etc)

3-Organizational Staffing Structure (General and specific to the assignment)


A consultant will be selected under Least Cost Selection (LCS) method as defined in World Bank procurement guidelines for selection and employment of consultants January, 2011 as revised on July 01, 2014.

The Ministry of Education now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
