  1. Background

The Islamic Republic of Afghanistan has received a grant from the International Development Agency (IDA) for the Afghanistan Second Skills Development Project (ASDPII). The said project aims to increase the potential for employment and higher earnings of graduates from Technical and Vocational Education and Training (TVET) schools and institutes through improvements in the skills delivery system. The said project consists of four main components, strengthening of the TVET institutional system, Improving performance of TVET Schools and Institutes, Improving Teacher Competencies, and Project Management, Monitoring & Evaluation and Public Awareness.

Under the component 1, (Strengthening of the TVET institutional system), the Committee on Education & Skills Policy (CESP) has received fund in order to oversee the structuring, administration and regulation of Education and Training in Afghanistan. Broadly the program is focused on Relevance and Quality Assurance, of Technical Vocational Education Training (TVET). 

Summary of the position:

The project Unit is seeking to hire a highly motivated and experienced individual as  Adviser in TVET to the secretariat of the CESP to assist in carrying out   assigned tasks.

Duties and Responsibilities

The incumbent will work under the overall guidance of the Executive Director to the Committee on Education and Skills Policy (CESP) with duties and responsibilities including, but not limited to, the following:

  1. Provide technical assistance to the CESP Executive Director on strategic planning, policy and program implementation for technical and vocational education policies, including ensuring alignment with CESP goals.
  2. Provide a technical review of the National Qualifications Framework (NQF) elaborated by the previous CESP Executive Committee, in light of international standards and successful models developed in other countries
  3. Provide strategic guidance and technical assistance to the CESP on designing, planning, and building staff capacity for the establishment of Regulatory Authority(s) for TVET in Afghanistan.
  4.  Draw up a detailed timeline for the various actions to be taken in of the whole TVET sector (both formal and non formal) to establish the framework and design the regulatory environment around which for Rules and Regulations for TVET can be enacted.
  5. Provide technical guidance on how to develop a monitoring system for quality assurance in TVET
  6. Participate in technical working groups and discussions related to the TVET strategy and support the CESP Executive Director in conducting consultations with TVET stakeholders to provide input to the policy document
  7.  Work closely with the Adviser on QF to ensure that consequent actions are realistic and implementable.
  8. Provide technical support in translating   outputs from workshops and conferences on ANQF and Afghanistan National Qualifications Authority into actionable points for both Ministries and stakeholders.
  9. Carry out any other tasks assigned by the CESP Executive Director in relation to TVET technical matters/issues.


  1. Reporting and Key Deliverables

The TVET Technical Advisor will work under direct supervision of Executive Director to CESP and will submit an inception report that should include work plan for 12 months within 30 working days of contract signing, and is expected to provide a monthly report describing progress in achieving the assigned tasks, challenges faced and emphasize actionable items for follow up by the CESP unit . The Monthly report will be submitted both in soft and hard forms and copies will be made available to the ASDP unit in DMTVET as well as the World Bank Group

  1. Duration of the Assignment

The assignment will be initially for 12 months. After 12 months, subject to a complete performance review, availability of funding, and the circumstances of the project/CESP office prevailing at that time, an extension to the contract may be considered.


  1. Qualifications, skills and Experiences
  1. Master’s degree from a recognized university in Law, Public Policy, Education Studies or any other relevant field
  2. Extensive knowledge and experience in developing qualifications framework for TVET Minimum 10 years’ progressively senior level experience in TVET, legislation development and reforms with a focus on education and skills development mainly in developing countries.
  3. Strong analytical research capacities (quantitative and qualitative) and strong ability to communicate and summarize the findings and analyses in writing.
  4. Experience in donor coordination, reporting and fundraising;
  5. Experience in liaising and advising at senior government levels;
  6. Very good negotiation skills
  7. Familiarity with languages: English – fluent in reading, writing and speaking;  fluency in reading, writing, speaking of Dari/ Pashto is an advantage.
  8. Familiarity with Microsoft Office Package
