1. Background

The Islamic Republic of Afghanistan has received a grant from the International Development Agency (IDA) for the Afghanistan Second Skills Development Project (ASDPII). The said project aims to increase the potential for employment and higher earnings of graduates from Technical and Vocational Education and Training (TVET) schools and institutes through improvements in the skills delivery system. The said project consist of four main components, strengthening of the TVET institutional system, Improving performance of TVET Schools and Institutes, Improving Teacher Competencies, and Project Management, Monitoring & Evaluation and Public Awareness

Under this project, several institutes have received ASDP fund and seen tremendous changes and reforms for the last two years of which Blind School (BS) is one of these institutes.

 

2. Summary of the Position:

Based on Training Need Assessment (TNA), it shows that, the BS is in dire need of having proper mechanism and developed curricula for preschool education; this will help the school management to specify and recognize easy their own students and recommend them accordingly. Also, during this period the child with seeing problem will learn how to dial with problem, how to learn different skill to stand on their feet tomorrow and they don’t have any difficulties on conducting training and gaining knowledge at upper level.

Therefore, we need to have Curriculum Development Specialist (CDS) on developing curricula for preschool education for children with seeing problem on inclusive sitting for 12 months.

The package is included (salary will be according to the skill and expertise, accommodation transportation pickup and drop) 

 

3. Duties and Responsibilities for special and inclusive education for preschool visually impaired children:

  1. To train 20 teachers at least on preschool education, teaching methods and how to work with small children who have seeing difficulties ( these teachers should be sighted people or low vision)
  2. To train 5 teachers as master trainer for future to support other teachers and method of teaching for VI people
  3. Training all teachers at the school how to teach a Blind child in special school and inclusive sitting.
  4. To develop curriculum for preschool, primary and secondary education , training material for teachers and teaching material for children with seeing problem and blind;
  5. To develop policies on how to work with children, near to their houses in small centers for the remote area to be ready for the ordinary school;
  6. To be piloted the new curriculum for preschool in 2015 for children with seeing problem.
  7. Any other tasks may assigned by Blind School Coordinator;

 

  1. Qualifications and Experience
  1. At least a bachelor’s in degree curriculum development/Special/inclusive education or relevant field; (Master level degree would be an advantage);
  2. At least 5 years of demonstrated experience in curriculum development on inclusive education or special education;
  3. Teamwork: Proven leading and interpersonal skills and ability to work in a multi-cultural, multi-ethnic and multi-agency environment with sensitivity and respect for diversity.
  4. Ability to handle effectively multiple tasks without compromising the quality, team spirit and constructive working relationships with all colleagues.
  5. Excellent written and oral communication skills in English,
  6. Ability to actively seek and improve services, offer new and different options/initiatives to solve problems/meet client needs, promote and persuade others to consider new ideas.
  7. Demonstrated ability to work with, motivate and train Govt. staff; and commitment to perform any other related tasks as may be assigned by a supervisors and other authorities;
  8. Time flexibility, the CDS may required to work over time or weekends due to needs of the school or coordinator of BS;

 

5. Reporting and Counterparts

The CDS will work under direct supervision of BS Coordinator and will extend support and assistance to the ASDP project manager on his/her daily activities.

The CDS shall submit a report before 5th of every month detailing the activities carried out with reference to work plan. In addition he/she will also submit quarterly monitoring reports

 

6. Duration of the Assignment:

The assignment will be initially for 6 months, subject to satisfactory performance at the end of the first 1-month probationary period. After  12 months, subject to a complete performance review, availability of funding; and the circumstances of the Ministry of Education prevailing at that time, an extension to the contract may be considered. 

 

7. Duty Station:

The duty station of this position will be Blind School, Darul-Aman, beside American University and Cure Hospital, Kabul, Afghanistan.
