  1. background

The Islamic Republic of Afghanistan has received a grant from the International Development Agency (IDA) for the Afghanistan Second Skills Development Project (ASDPII). The said project aims to increase the potential for employment and higher earnings of graduates from Technical and Vocational Education and Training (TVET) schools and institutes through improvements in the skills delivery system. The said project consists of four main components, strengthening of the TVET institutional system, Improving performance of TVET Schools and Institutes, Improving Teacher Competencies, and Project Management, Monitoring & Evaluation and Public Awareness.

Under the component 1, (Strengthening of the TVET institutional system), the Committee on Education & Skills Policy (CESP) has received fund in order to oversee the structuring, administration and regulation of Education and Training in Afghanistan. Broadly the program is focused on Relevance and Quality Assurance of Technical Vocational Education Training (TVET). 

Summary of the position:

ASDPII/CESP is seeking to hire a highly motivated and experienced individual to work provide overall Institutional on TVET Education advices and coordinate development of TEVET documents relevant to the Committee on Education and Skills Policy (CESP).

Based on the objectives of component 1 of ASDPII, the CESP secretariat has devised a three-pronged strategy : first, aims at developing and institutionalizing (including legislative ratification) the Qualifiations Framework for TVET,for which an initial draft has been completed. An international Adviser will support and assist the CESP secretariat in this task. Second, the strategy is to design and implement a Regulatory Framework and related action plan to ensure that the Qualifications Framework are properly implemented. Third,  the strategy will focus on the development and strenghthening of the concerned institution(s) –i.e., the CESP, the Afghanistan National Qualifications Authority (which, as per an Agreement between the concerned Ministries, will in future take over the functions of the CESP) and Board(s) of Accreditation for TVET. This advertisement will support this third aspect of the strategy.

Duties and Responsibilities

The incumbent will work under the overall guidance of the Executive Director to the Committee on Education and Skills Policy (CESP) and fulfill the following, but not exclusive, duties.

  1. For the CESP itself, the Adviser will prepare plans and strategies for operational systems, internal policies and procedures including reporting procedures, external communications and donor relations protocols etc. and assist the Executive Director of the secretariat in their implementation. All such efforts will lead in the preparation of a Manual of Procedure to be followed by staff in their regular work.
  2. For the Afghanistan National Qualifications Authority and proposed Board(s) of Accreditation, the Adviser will work closely with the other two Advisers (see Summary of Position above) in order to prepare actionable plans
  3. Support key staff in preparing presentations, policy briefs, and speaking notes for the CESP Executive Director
  4. Build capacity within CESP to coordinate international Partners’ activities in the TVET sector.
  5.  Devise an External Relations strategy in consultation with all concerned TVET stakeholders.  Assist in the capacity building of staff in the CESP Office and other related organizational entities.
  6. Review the existing employee assessment system used by the office and make necessary changes to align it with the strategic directions of the office;
  7. Prepare a long-term Training and Development plan for upgrading the leadership and management capacity of the CESP senior administrators;
  8. Lead and coordinate all operational efforts to continue to establish a strong management group and team of professionals within the CESP;

 

  1. Reporting and Key Deliverables

The Institutional Development Advisor will work under direct supervision of Executive Director to CESP and will submit an inception report that should include work plan for 12 months within 30 working days, and is expected to

  • Submit a monthly report presenting the outputs of the assigned tasks and the challenges faced  The monthly report shall be submitted after internal review within the CESP, to the ASDP unit within the DMTVET and the World Bank Group.

  1. Duration of the Assignment

The assignment will be initially for 12 months. After 12 months, subject to a complete performance review, availability of funding; and the circumstances of the project/CESP office prevailing at that time, an extension to the contract may be considered.

 

  1. Qualifications, skills and Experiences
  1. Master degree from a recognized university in Public Policy, Education Studies or any other relevant field
  2. Knowledge of institutional and policy development.
  3. Minimum 10 years’ experience in legislation development and reforms with a focus on education and skills development mainly in developing countries.
  4. Strong analytical research capacities (quantitative and qualitative) and strong ability to communicate and summarize the findings and analyses in writing.
  5. Experience in donor coordination, reporting and fundraising;
  6. Experience in liaising and advising at senior government levels;
  7. Negotiation skills to develop consensus;
  8. Fluency in English is necessary and knowledge of at least one of the country’s languages (Dari/Poshto) is an advantage.
