1. Background

The Islamic Republic of Afghanistan has received a grant from the International Development Agency (IDA) for the Afghanistan Second Skills Development Project (ASDPII). The said project aims to increase the potential for employment and higher earnings of graduates from Technical and Vocational Education and Training (TVET) schools and institutes through improvements in the skills delivery system. The said project consist of four main components, strengthening of the TVET institutional system, Improving performance of TVET Schools and Institutes, Improving Teacher Competencies, and Project Management, Monitoring & Evaluation and Public Awareness.

Under this project, several institutes have received ASDP fund and seen tremendous changes and reforms for the last two years of which Blind School (BS) is one of these institutes.


2. Summary of the Position:

Based on Training Need Assessment (TNA), it shows that, the BS is in dire need of conducting and organizing training for BS staff/students particularly for low vision in order to change their developing skill and assure sustainability to the system, although, they will be easily find and secure a job in the market.

Therefore an international expert for 12 months is required to train the current staff on conducting training for Low Vision (LV).

The package is included (salary will be according to the skill and expertise, accommodation transportation pickup and drop) 


3. Duties and Responsibilities for the students to be ready for inclusive sitting.

  1. To look for tools and technical devises for providing better support to low vision students, they could go to ordinary school;
  2. To develop material for low vision as need each individual, they sue it at the school;
  3. To develop curriculum for teachers training;
  4. To train 5 person as master trainer to support the school in future for providing services for low vision at the school level, in different area;
  5. To develop link with other organization for further support related to technical devise and fundraising;
  6. To recommend various ways to the students and give guidance on using touch skill for reading according to the need not read Braille if it’s require ;
  7. To introduce technical devise to support Low vision students in the ordinary school and at home;
  8. Any other tasks may assigned by Blind School Coordinator;


  1. Qualifications and Experience
  2. At least a bachelor’s degree in Special/inclusive education or relevant field; (Master level degree would be an advantage);
  3. At least 5 years of demonstrated experience in conducting  training for visually impaired trainee, and teachers;
  4. Teamwork: Proven leading and interpersonal skills and ability to work in a multi-cultural, multi-ethnic and multi-agency environment with sensitivity and respect for diversity.
  5. Ability to handle effectively multiple tasks without compromising the quality, team spirit and constructive working relationships with all colleagues.
  6. Excellent written and oral communication skills in English,
  7. Ability to actively seek and improve services, offer new and different options/initiatives to solve problems/meet client needs, promote and persuade others to consider new ideas.
  8. Demonstrated ability to work with, motivate and train Govt. staff; and commitment to perform any other related tasks as may be assigned by a supervisors and other authorities;
  9. Time flexibility, the expert may required to work over time or weekends due to needs of the school or coordinator of BS;


5. Reporting and Counterparts

The Expert will work under direct supervision of BS Coordinator and will extend support and assistance to the ASDP project manager on his/her daily activities.

The Expert shall submit a report before 5th of every month detailing the activities carried out with reference to work plan. In addition he/she will also submit quarterly monitoring reports


6. Duration of the Assignment:

The assignment will be initially for 12 months, subject to satisfactory performance at the end of the first 1-month probationary period. After 12 months, subject to a complete performance review, availability of funding; and the circumstances of the Ministry of Education prevailing at that time, an extension to the contract may be considered. 


7. Duty Station:

The duty station of this position will be Blind School, Darul-Aman, beside American University and Cure Hospital, Kabul, Afghanistan.
